If the map is ranked: Yes, but delete it afterwards
If the map is unranked: No. Just ask me and I'll revive the mapset with whatever edit you wish

Depends on what you think I should be making for it. As long as I can just do whatever I want it should be fine. I'll probably reject it if I have too many other things to do or can't comprehend what your tourney even is (yes, this happened before).
